Default Computer Not Booting Up - Please Help

My compter was working fine yesterday. Today when I went to start it up I got this blinking message on my monitor "Self Test- Check your PC and Signal Cable - Monitor is working" I checked all the cables to make sure everything was plugged in right. The computer turns on and I can hear the fan and see a light on it, but it does not try to boot up or make any noises other than the fan. Also I noticed that the cd and dvd drives will not open.

I need this computer for school in a few weeks. Can somebody please help me?

Default Not booting up

It could be your hard drive is not starting up. Try booting with a cd or (if your computer has one!) a floppy disc. If it boots up, then run a scan on your hard drive. If you can't access the hard drive, unplug the computer, open the case and check all the cable connections to the back of the drive and the motherboard; they should all be tight.

if the fans start, then the power supply is likely ok.
Where is the light?
if the drives will not open, that is a possible sign of a fried mobo, but not a certainty.
Try booting with the side panel off of your case and check to see if any lights on the mobo work, or on the front of your case, also listen to see if the hard drive spins at all.
