Laptop Windows Intenet Explorer

I have windows vista operating system. I can not open windows explorer on my computer. I can connect to my messenger or iTunes. I tried restoring my system to the original setting. That did not work. Any suggestions.
Thank you

Does the window open and show an error message? or does it not do anything when you try to open it?

Try turning off any firewalls (Windows and other internet security like Norton or McAfee) this is the most common issue. If that works, then you need to go into the firewall settings change the security level or allow the programs you need to connect to the internet.
