You mean you have an early release of Windows 95.

Try Free DOS: FreeDOS | The FreeDOS Project

This is about mscdex.exe Command-Line Switches for MSCDEX.EXE

i tried FreeDos, the setup tells that you have to have a active MS-DOS partition.

create one with a windows ME boot disk. (windows ME installs more driver files than W98.

Use the ME boot disk to format and partition the drive. Create the two partitions and make them both active.

download the boot disk and boot to it

type FDISK this will take you to the partitioning utility

from here select create new partition follow the prompts and you'll have partitioned the disk next select make partition active,

you'll need to do this to make the disk bootable ok now you can quit the application, you'll be asked to reboot the pc which you must do

boot from the floppy disk again, once the pc boots up type

Format C:/s

the C refers to the drive letter , so if it's a secondary disk it may need to be changed to Format D:/s Formatting must be Fat 32 for the windows 95
operating system.

Where can I download a Windows ME Boot Disk with internal CD-ROM Support?

Note that I want a floppy image, (.IMA, .IMG, etc.) so I can use it in a
virtual machine.
