Do you get some type of error when you try to open Task Manager? Like press ctrl-alt-del? Or right-click the Task Bar and select Task Manager. Any popups?

Otherwise, if Task Manager is just plain "off", there is a registry key to turn it back on:

Go to Start / Run regedit and go to this key:

Code:
HKEY_CURRENT_USER
Software\Microsoft\Windows\CurrentVersion\Policies\System
Name DisableTaskMgr
Type REG_DWORD
Value 1= Enablethis key, that is DISABLE TaskManager
Value 0= Disablethis key, that is Enable TaskManager

Or you could do this if you have XP Pro with GPEDIT.

Go to Start / Run gpedit

In the Group Policy settings window:

Select User Configuration
Select Administrative Templates
Select System
Select Ctrl+Alt+Delete options
Select Remove Task Manager
Double-click the Remove Task Manager option this will open a box that will let you enable taskmanager.
Put a dot in Enabled then click on Apply and exit.
