Is it necessary to have Microsoft.Net Framework 1.1, 2.0, and 3.0 when I have 3.5 installed as well?

no! if you have installed the Microsoft.Net Framework 3.5 then automatically contain the previous versions in the installation of the Microsoft.Net Framework 3.5
