Default Windows Picture and Fax Viewer

At times when I want to access a picture in my pc, this Picture viewer comes on. Normally I expect the 'My Pictures' window to show up.

This picture viewer has plenty of small and tiny items. They come on when I press the 'next button'.

Why are they there ? How do they get there ? What purpose do they serve ? Do they clutter my Hard Drive Disk and cause problems when these items accumulate in large numbers ? Could this cause that problem of my being 'warned' that my 'virtual memory' is over and that I may NOT have my 'requests' granted ?

Thank you.
