Default REformatting

Hello there to all moderator
i have a laptop model TOSHIBA TE2300 i want to reformat it
during deleting the existing partition an error occurred said that the drive can not be deleted so i enter it to proceed on setup. this is the error

An error occurred while setup was updating partition information on:
38155 MB Disk 0 at Id 0 on Bus 0 on atapi [MBR],
Setup cannot continue.

is this a harddrive problem?

thank you hope someone can help me regarding with my problem to my laptop.

How are you trying to delete the partition?
Are you using the installation CD to perform this or what ?
