trouble NTDLR is missing

I was attempting to reinstall Windows XP on a laptop. It has a CD rom but no floppy. When trying to boot from the CD-ROM it would get halfway through wiping the hard drive before shutting down. Now when I restart it is say NTDLR is missing press ctrl-alt-del to restart and won't go any further any suggestions?
