everytime i try to download anything from the internet ,i receive
error message"c:documents and settings\userone\desktop not a win32 application

most times that type of error message is caused by malware/spyware and even a virus.

You need to run all your security programs and try to clean up the system.

If you are unable to download some programs for cleaning up that system...ask a friend to download them for you and burn the installers to a CD.

You can then install them from the cd!
