Default Clean Hard Drive-snail Paced Performance

6 yr old Dell,Win XP, had a virus and had drive wiped clean. The installation of the OS was snail paced. Since then, it takes a super long time to do anything.Took an hour to post this here! Even though we have allocated to virtual memory and paging, our CPU load stays at 100% all the time. we have not added programs yet,and when we run problem detecting tests, nothing is found. Can Anyone help?
