Can not install Java 6 on 7

I installed 7 over my vista OS. Now I can not install Java 6. I get a message that "Installer: wrapper.create path is invalid". Any ideas how to get around this. It seems my active x controls are gone and there is no way to trun them on in "Internet Options/ Advanced".
