There isn't really a sure-fire way of testing a motherboard without installing a CPU, RAM and so forth. You can visually inspect the board to ensure there are no bent pins, damaged slots, signs of a short circuit and so forth, but you really won't know until you've tested it out.

Are you not able to get hold of the components needed for testing it? Are you planning to use the board if it is good or sell it on?
