Default How to force pasting to be consistently only one of two options?

When I copy an image by means of a program similar to Win10's Snippingtool and paste it into Telegram, it usually offers to paste the photo - which is desirable; but sometimes it offers to paste ONLY a file; since the recipient then has to use an image viewer to see the image, that is less desirable. How can I make Telegram CONSISTENTLY accept the pasting of a photo ?
