Default How to re-allocate space (Volume) in between the Partitions ?


I have attempted to partition the Hard Drive of Windows Vista. I have partitioned the Hard Drive as (C with 73 GB, (E with 142 GB and (F with 990 MB and (Q with 0. Now my plan is to re-allocate the available spaces in between the Partitions as below :-
(C = 100 GB
(E = 130 GB
(F = 15 GB
(Q = Delete at all.
Please advice me how this can be carried out without any data loss. At present at Partition (E, (F there are very much available surplus spaces, so re-allocation will not trigger any data loss.
