graphics not loading

I have a Dell inspiron 130 windows xp home edition laptop. Since I first got the pc the graphics don't load on the pages. After the pc has been on for a while I get a small blue pop up with a windows logo saying Please Wait and after afew seconds the graphics load. I have talked to several techs and no one knows what the problem is. Maybe one of you can help!
