Default Perl Express and/or Komodo

I am trying to set up my system for practicing my Perl. I loaded Perl Express but notice it cannot run basic <STDIN> statements with input. Later, I loaded Komodo, but cannot determine how to run script programs.

For those who can answer the Perl Express. I loaded Perl Express and Active State interpreter. I can write basics print statements, but cannot input statements using <> or <STDIN>. Are there other patches, upgrades or switches needed for this, when using Window XP or Vista operating system?

For those who can answer the Komodo question. How can I save and operate (run) the program? Past attempts,
print "Hello, World";
$toe = <STDIN>;
print $toe;

'Testing07262006a' is not recognized as an internal or external command,
operable program or batch file.
