You can only change values if there is something connected that can be changed. Apparently, That particular slot is not being used and thus is locked till something is installed to that particular field as you call it. Being that it is a Tablet PC then there is only 1HDD that can be used In some proprietary applications the BIOS will not allow you to change certain settings the original manufacturers deemed as private or proprietary or to cause unstable actions if changed.

What is your purpose in even messing around in there to begin with. If it is new and you mess with the BIOS to unlock it then it will violate your warranty!
