Default BSOD ERROR - help

I recently had a windows update, I went to restart, and instead, my computer would not start, i kept getting a BSOD error (blue screen of death). My computer would not even let me start it in safe mode. So i read online to use a disk that came with the computer to reinstall my operating system. I ran a chkdsk/r which fixed it and now my computer will turn on. Now I can't access my start menu, my start bar, it wont drag & drop and won't copy and paste. I am afraid to restart due to the error I got the last time I restarted. All I want to do is back up my files but I can't since I can't drag & drop. Does anyone know what I can possibly to get it to work correctly without restarting??
