Microsoft feeds sync program (msfeedssync.exe )
It is part of the Windows RSS platform that monitors RSS feeds you've subscribed to. If you are having problems with it:

Note:
The Windows RSS Platform requires Microsoft XML (MSXML) 3.0 SP5 or later. Make sure you have updated and or installed the XML package.

In control panel/add remove programs check the show microsoft updates box and look for the MS XML update...remove it and have windows update reinstall the update.

Also the background transfer service must be enabled to use RSS feeds.

In control panel/admin tools/services check to make sure that the BGT service is turned on to auto.

If you have a firewall and have been blocking this autoupdate of the RSS feed then try allowing it to finish the update.
