I was just about to format my laptop (hp pavilion dv7 1020ev) when i realized i can't access my BIOS! I tried hitting F2 - System Diagnostics but then i'm led to this

System Diagnostics
F1 System Information
F2 Startup test
F3 Run-in test
F4 Hard disk test

F11 Error log

You are not accessing the BIOS but the diagnostics that HP built in on a seperate partition. Your model of computer accesses the BIOS by following the instructions from your manual!

From HP manual for your model of pavillion.
The Setup Utility is a ROM-based information and customization utility that can be used even when your
Windows® operating system is not working.
NOTE: The fingerprint reader (select models only) cannot be used to access the Setup Utility.
The utility reports information about the computer and provides settings for startup, security, and other
preferences.
To start the Setup Utility:
▲ Open the Setup Utility by turning on or restarting the computer. While the “Press the ESC key for
Startup Menu” message is displayed in the lower-left corner of the screen, press f10.

You can download a PDF version of the manual from HP.com > support/downloads(computer model). The manual will have all kinds of information on upgrades and hardware installation...
