APSense Express Persistent Window

APSense Express. They describe it as 'desktop marketing.

As the computer is turned on, a colorful window of APSense Express opens. I found nothing useful for me in it. And it was a cause of annoyance.

It was uninstalled yesterday. But this morning it is back again like a prayer, but with a difference.

This window does not have the usual three buttons in upper right corner. It cannot be closed or minimized out of the way.

Went into Add/Remove and it not listed there anymore.

How do I get rid of this pest?

Isn't there any authority that governs this type of moral thuggery?

Tried lavasoft...Could not complete installation as i got error 2909............tried to get help from lavasoft.......could not post in their forum.
The 'apsense express' I notice is in the msconfig section along with two other programs to open on 'start up'.
How to delete it from this section is my main concern.
