It sounds like the hard drive or operating system was replaced and the hidden partition not recreated.
Check the BIOS settings and see of there is an option to remove this boot windows/restore message.
If it's coming from the BIOS it has nothing to do with anything that may or may not be on the hard drive. Check the BIOS to see if there is an option to enable/disable this type of message.

The other possibility is that the operating system was installed from a disk that would normally create the restore files. In this case you would have to know how the hard drive and boot sector was modified to display this.

But it still sounds most likely to be a BIOS feature which may or may not have an option to change it.
