If you can boot from your flash drive, install 98 on it or it an old hard drive and install 98 on it, after its install copy the setup files from the CD to the flash drive as long as they will fit, if not and you have no other choice buy a bigger flash drive. Once you get a bigger flash drive/it does fit, you can run setup from the flash drive or copy the installed 98 to the hard drive boot to it, then remove the os off the flash and copy the CD of xp to flash drive and copy the setup files to either your desktop or somewhere on windows 98 and it should start copying. bartpe is not good for starting your OS, because it isnt an actual OS.
