trouble new hard drive for laptop

I have installed a new hard drive on laptop and have been trying to load xp home. When I turn it on it won't recognize the hard drive or the cd rom so I can't load the new operating system. I have tried to put a boot diskette in the A: drive and it still does not work. Any suggestions?
