Using the tag obviously helps, using it in conjuction with a relevant page description and separating the topic by keeping your page layout in 'sections' can help not only the designer to emphasise the topic but makes it easier for the search engine to create the most relevant index.
The more variety you have on one page, the harder it is to concentrate on generating traffic to that particular page.
Having a heading that relates to the page content, and a page description with keywords to match should make things simple and obvious for everyone.
