That sounds like a security password for a business computer. It is not the BIOS password. You can enter the BIOS and check out the Security section and see for yourself.

If you need to change the password it is usually done by using the current password to gain access and then again then leave the new password screen blank and it will remove the old password.

I think that you have a security password that is used by companies to protect their equipment. this is installed on the lead in of the hard drive and can only be uninstalled by the same program that wrote it or by re-writing the drive to zeroes. A simple re-format/re-installation will not remove this from your computer.
