Outlook Express - web links don't work

Every time I click on a link in an email message either nothing happens or an explorer window C:\documents and settings\etc,etc opens.

Pleasae could somebody help me repair this and explain to me why it happens? Why does OE suddenly for no reason start behaving like this?
