Disconnect all hardware from the mother board one at a time. If any one peace has failed, it can cause this problem. If you don't like to wait to find out if it's a hardware problem, unplug them all and then plug them back in one at a time. I mean everything, video and sound cards included.

If you touched a positive and negative wire together, unplug your mother board from the power supply for at least one minute. Then plug it back in. Intel boards will shut down until the power is cut off to the MB and turned back on.
