Assuming you are talking about Win XP.
Yes you can change the start menu text and icon.
It is a hack, change at your own risk and make a copy of the original files before you change them, so you can copy them back if something goes wrong.

There are many tutorials on it. Here are the searches you want. Read a few and look for recent ones. Also make sure you are reading one that applies to your version, SP1, SP2 or SP3 as it may be different or cause stability issues.

This is different than Boot Screen and Logon Screen which there are programs to change them like, BootSkin and LogonStudio from Stardock.
