Bad info. Although a format and re-install in the only way to be completely sure of removal, you can repair your current system.
Also you should run a current antivirus program, there are several good free ones. But it would not likely protect you from this type of program As you have to click or choose to install it after seeing a fake message stating your computer is infected.

This can be removed. It's a fake/rogue antivirus program.
You should turn off system restore before you remove it, this will delete all previous restore points, but virus's and malware infected files can be restored too. How to turn off and turn on System Restore in Windows XP Don't forget to turn it back on after removal.

If you can't access it from your computer, do it from a friends, print out the instructions, download this program to removable media then repair your system.
