You should ask him a few more questions like:

Is this computer on a domain? Is it a stand alone computer what OS are you running.

If he is stand alone with XP pro he could get to the log in screen and hit ctrl+alt+del twice to bring up the login prompt for the admin. Log into the admin which more than likely will be blank. From here he could change the pass.

Sometimes YOU are the admin=) hard to ask yourself a password.

On a side note who in the world forgets a password? I mean YOU created it

The reason that I gave that answer is that it's not up to the user to know the passwords at a company (security and all that shit).

Or if the computer is at home the admin is a parent...

He said reinstall which means he has full access to the machine. No ADMIN would allow a user to reinstall his workstation (Well maybe a really lazy one:) )
But your fist answer would suffice and take all of 30 seconds to resolve if he is at a corp/business office, unless it HIS office DOH! Most of the time I hear people want a password because they want to see what there gf/bf is doing. In that case install a key-logger, just make sure it is YOUR computer and not hers/his cuz that is illegal. (Not that is would stop most people)

To reinstall DOES NOT MEAN that one has full access to a computer. It only means that he has access to an installation disc or other means of re-installing the operating system. A password protected BIOS will not protect against a reinstallation of an operating system with an original install disc. Neither will "limited account user profile"

Read more carefully before replying becaise it will come back and bite you on the arse. He / she did not say he / she was re-installing. He / she WANTS to avoid this.
